Home prices are down on an annual basis in 31% of the 221 metro areas tracked by the National Association of Realtors, the highest percentage recorded in 11 years. While prices are still rising in many affordable markets in the Midwest, South, and Northeast, pricey Western states are seeing housing costs fall from peak highs.
